My name is Lou and and I am an Accident Investigator/ Re-constructionist for a medium (small compared to NYPD) Dept in NJ. The threshold is usually 500 bucks or ANY injury. Most patrol cars in my town try to broom MVC's if they are fender benders or no visible damage. Or if owners want to settle amongst themselves. I tell my family "if it's not your fault,get a police report". We also have state forms that are available at any PD and you can fill them in yourself and send them to your insurance company. I don't recommend it because they will charge you as a reportable MVC on your drivers abstract.
